Exchange 2010 SP3
Digging a little deeper I checked the Options page in Exchange 2010 OWA for SP2 and SP3. Here is what you see:
What you will notice is that Microsoft added the new Sent Items Management feature to OWA, but removed the Spelling settings button from the Options Page in OWA.
As I was testing these settings, I noticed that different versions of IE gave different results. So here is a chart I came up with as a result.

As you can tell, the spelling buttons/options do not disappear because of just the Exchange 2010 SP3 installation. The change occurs in conjunction with the use of IE10. This probably has to do with the fact that previous to IE10, Internet Explorer did not have a built in Spell Checker. With the introduction of IE10, the browser now has this integrated. The change also mimics what has been seen in Exchange 2013 as well.
I have not tested Safari, Firefox, or Chrome, but I am almost certain that the newest version of the browser will operate like IE10. That is my guess at this time.
My biggest issue is that this is not documented in the What’s New for the Exchange 2010 Service Pack 3 information. It’s also not in the Release Notes for the service pack either. This is not what I would have expected to have happen after a Service Pack being applied. While I understand Microsoft has included the spell check into IE now and they have a right to change the method with which spell checks occur in OWA, Microsoft still needs to inform their customers of such changes. This is a visual change and not just an under the hood change for OWA.

As I noted in a previous article I mentioned the lack of spellchecker. I just wanted to add these screenshots of Exchange 2013 for IE9 and IE10 to show what happens in OWA:

Note that the IE10 version of OWA for Exchange 2013 actively underlines words that are misspelled. For IE9, there is no such option or even a way to check the spelling of your words.
